1. February 11, 2025 Meeting Minutes — Review & Vote
Members reviewed the previously distributed February meeting minutes. No corrections were requested.
Motion: Approve the February 11, 2025, minutes as written.

2. Finalize 2025–2026 School Plan for TSSP and Land Trust — Presentation, Discussion, and Vote
Administration presented the proposed 2025–2026 School Plan for TSSP and Land Trust, including school improvement priorities, budget context, staffing implications, and student performance data.
School Improvement Plan Overview
The district is shifting from annual goals to longer-term instructional targets over a three- to five-year period. Union Middle School’s focus will be on strengthening school-wide systems that support student success.
Key strategies include:
- Structured active engagement in every classroom each day
- Continued implementation of the PBIS framework centered on success and respect
- Clear classroom expectations
- Social-emotional learning supports for students
Enrollment and Staffing Context
Administration shared that Union Middle lost an FTE from the previous year. Sixth grade enrollment is down by approximately 70 students.
Possible boundary changes were also discussed. If the proposed Silver Mesa changes are approved, Union could gain approximately 120 additional students.
Administration explained that Land Trust funds will be used to help maintain current teaching positions despite the reduced staffing allocation.
Budget and Resource Allocation
The Land Trust budget decreased to approximately $152,000 due to lower enrollment.
Major allocations include:
- 2 Literacy teachers: at 0.75 FTE each, one in the morning one ion the afternoo
- Band teacher: adjusting from a three-school split to 1/2 at Hillcrest and 1/2 at Union
- Orchestra teacher: continuing on an hourly basis
Budget reductions include:
- Math Space online program, which is no longer needed with the new curriculum
- Professional conference travel, with support shifting to district-provided training opportunities
Student Performance Data
Administration reviewed current student achievement and school performance data.
Student Performance highlights include:
- Reading achievement: 61% meeting projected growth, exceeding the 60% goal
- Math achievement: 65% meeting projected growth target
- Early warning data: 30% currently have one or more D or F grades
- Winter MAP scores: Union performed above the district average in most categories
A new school climate goal was also presented:
- By spring 2027, 80% of students will be on track, defined as having no D’s or F’s
District-Wide Grading Changes
Administration shared information about upcoming grading changes across all secondary schools in the district.
Updates include:
- Grade weighting will shift to 75% assessments and 25% assignments
- Citizenship grading will align with the Portrait of a Canyon Scholar rubric
- The new Cumulative platform will replace Skyward in July
Council members discussed the importance of maintaining instructional supports and staffing stability while adapting to reduced enrollment and budget changes.

Administration noted that budget details would be emailed to council members for review and signature before the April 14 deadline.
3. Open SCC Positions for Next Year — Discussion
The council discussed open SCC leadership positions for the coming school year.
Positions needing to be filled include:
- Chair
- Vice Chair
- Recorder
Members discussed recruitment efforts for next year and the possibility of reaching out through feeder school SCC meetings to identify interested parents.
